Purpose of the position:
The Health Programme Officer will be responsible for managing Health projects as per the agreed scope, time, and budget. In addition will also support the programme department in other programme related tasks.

Scope:
The Health Programme officer reports to the head of program and the position will be responsible for following projects activities, managing the budget, supporting partners for health projects implementation and reporting the overall projects details including in progress, interim and final reports. Further the position will support in developing new projects both for Nutrition and Health. The Programme Officer must work in compliance with Islamic Relief policies and procedures.

Main Duties and Responsibilities:**

• Directly manage projects activities from beginning to end.
• Support the team to develop project work plan and ensure its timely completion, alert senior management in case of any deviations.

· Work closely with the Finance department to ensure effective financial and budgetary control of the project according to IRW’s and donor policies and procedures.

· Ensure corrective measures are taken to address over /under spends in the programme budget.

· Conduct regular monitoring and evaluation of the health and nutrition projects based on the LFA.

· Ensure the timely submission of high quality reports to IRW and donors according to the appropriate guidelines.

· Ensure regular and effective communications are maintained within the implementation team, project partners and donors.

· Provide direction to local partners to implement the health and nutrition projects inside Syria and Turkey.

• When required, coordinate with local and international partners (NGOs, cluster and other official agencies).
• Participate in developing new project ideas in health and Nutrition sector.
• Maintain a record keeping system of all projects documents.
• Carry out other responsibilities and duties as requested by the line manager.

• A bachelor degree from an accredited University in health/Nutrition related speciality.
• Strong communication, interpersonal & technical skills.
• Proven ability to work independently and as a team member.

• Ability to multi-task effectively as well as display professionalism and confidence.
• Good IT and language skills.
• Ability to work under pressure, with short time frames, and in risky situations.

IT skills

• Very Good computer skills.
• Proficiency in the internet and search tools.
• Proficiency in MS office and the ability to use software necessary for project management and reporting. (Excel and word is a must)

Requirements

· A bachelor degree from an accredited University in a health/nutrition related specialty.

• Previous experience with the UN and/or NGOs is an advantages.
• 2-year experience in a similar position (Proven experience of managing health and nutrition programmes).
• Computer proficiency in Word, Excel, PowerPoint.
• Ability to work both independently and as a team member.
• Ability to work well under pressure and in an unstructured environment.
• Must demonstrate flexibility, and ability to readily adapt to changing requirements and environments.
• Strong organizational and analytical skills.
• Team builder, sense of humor, excellent interpersonal skills and the ability to resolve disputes and conflict.
• Excellent; English; oral and written skills a must. Turkish and Arabic skills a plus. Must have cultural sensitivity and the ability to work in a multi-cultural team.
