Human Resources Officer -TURKISH CITIZENS ONLY

Job summary:

The HR Officer is responsible for providing stewardship to the Human Resources Section towards achieving professional excellence across the mission, by providing general day-to-day HR support across the IR Turkey offices, the HR function in relation to all HR, Employee Benefits, Training and Development for IR Turkey employees and (as necessary) Volunteers, all in compliance with statutory obligations and best practices.

Main Duties and Responsibilities:

  1. Maintain an up-to-date knowledge of the government of Turkey laws and regulations as they relate to labor, taxation, immigration and any other legal requirements and regulations that impact on the human resources function. Ensure compliance with these laws and regulations;
  2. Regularly review personnel policies and human resource systems and procedures in accordance with Islamic Relief Turkey and Government of Turkey laws/regulations. Make recommendations to the line manager for modifications and amendments to existing policies, systems and procedures as required;
  3. Institute and apply all policies and procedures for recruitment of national (Turkey and Syria) staff in a manner which is fair, transparent and consistent;
  4. Ensure that a professional, fair and transparent hiring process is observed throughout Islamic Relief Turkey, including but not limited to job descriptions, employment contracts and related procedures;
  5. Ensure that the orientation of new staff (national and international) should be carried out by introductory meetings with relevant staffs;
  6. Identify appropriate training opportunities to enable all Islamic Relief Turkey staff to broaden and develop their professional skills – both internal and external, formal and informal;
  7. Preparation, management and administration of the organization local staff payroll; get it reviewed and approved by concerned stakeholders;
  8. Able to manage staff engaged in different projects; familiar with the charging of staff in different projects as per the project requirements;
  9. Ensure personnel files for national and expat staff are updated on a routine basis and kept confidential;
  10. In consultations with department heads develop a leave plan, and ensure that leave is recorded accurately for each employee;
  11. Act as a key person to communicate with the lawyer, legal advisor, financial consultant and auditors for all matters related to staff and their benefits.
  12. Able to develop, implement and comply with organizational policies and procedures.
  13. Knowledge of developing strategies and effective implementation will be an added advantage;
  14. Able to resolve employee and organization issues in an effective way.
  15. Have ability to manage and develop performance and job description of staff and review them annually;
  16. Have to gather data related to staff performance and training, and make it available to perform staff appraisals, performance management and identifying suitable training for the staff, also assist and manage training and evaluate the effectiveness of such trainings through learning and development of staff.
  17. To help staff member to get good performance though diagnosis issues, role definition and responsibilities.
  18. To assist on recruitment and selection in order to assure fair recruitment by preparing job descriptions, posting ads and managing the hiring process;
  19. To take part in interview process, selection, back ground investigation and ensure quality candidates are hired;
  20. Support the management in disciplinary and grievance issues;
  21. Ensure safe custody of personal files and allow only authorized person to get access to these files;
  22. Ensure that personal files are updated regularly;
  23. Ability to point out gaps of employees though yearly task analysis;
  24. Must have potential to handle a leadership role

Requirements

  • University degree in Business Admiration or Human Resources management from a recognized University is required,
  • Proven experience as HR officer or other HR position;
  • Previous experience with International NGOs or UN Organizations will be an advantage;
  • Intermediate working knowledge of Microsoft applications especially, MS word, MS excel and MS power point
  • Minimum 3 years’ experience in a similar position, with proven skills in human resource management;
  • Understanding of Turkish Labor Law and disciplinary procedures;
  • Time management abilities are desirable;
  • Proficiency in computerized payroll systems;
  • Knowledge of working in ERP system e.g. Microsoft Dynamics AX, SUN, Oracle etc will be an added advantage;
  • Problem solving and decision-making aptitude;
  • Ability to work independently as well as a team member;
  • Ability to work under pressure and in an unstructured environment;
  • Must demonstrate flexibility, and ability to readily adapt to changing requirements and environments;
  • Strong organizational and analytical skills;
  • In addition to Turkish language competency, the incumbent must able to speak and write English language;
  • Arabic language proficiency is an additional advantage;

  • Must have cultural sensitivity and the ability to work in a multi-cultural team;
  • Master degree in Human Resources management from a recognized University is preferable,
  • Must be Turkish National
